Rep. C.A. Dutch Ruppersberger will file papers Monday to run for his fifth term representing Maryland's Second District.
The district includes parts of Baltimore and its suburbs.
Ruppersberger, a Democrat, serves on the Appropriations and Intelligence committees. He says his top priority will be working to create jobs and improve Maryland's economy.
Ruppersberger faces a primary challenge from Jeff Morris, a Pasadena accountant. He won re-election in 2008 with 71 percent of the vote.
